The full form of BPL in English:  Below Poverty Line and BPL full form in Hindi is गरीबी रेखा से नीचे. It is an economic criterion related to marginal income, which is fixed by the Government of India. It will help one to identify economically vulnerable people and families who are in urgent need of government assistance.

  •  A task force of the Planning Commission in 1962 suggested a minimum cost of living of Rs.10,000. Rural communities receive Rs. 20 per person, while urban communities receive Rs. 25 per person, excluding schooling and health care provided by the state government.
  • After the 1970s, the criterion was further revised to a daily minimum income of Rs. 49.1 and Rs. 56.7 for rural and urban areas respectively.
  • As a result of the 1993 experts’ meeting, the aggregate poverty line was divided into a state-by-state levels.
  • The poverty line rate in rural India reached Rs. 972 in 2012 and Rs. 1,407 in cities in India. That year, 29.5 percent of India’s population lived below the poverty line.
  • In 2014, the Rangarajan Panel said that about 454 million people live in extreme poverty in the country, accounting for 38 percent of the population.

Schemes and Policies for BPL

Indian government uses the BPL designation to identify poor families. Families that earn less than Rs. 27 per day are classified as BPL families.

Following are some laws and programs conducted by the Government to help families who lie in BPL. 

  1. The Public Distribution System: The program provides food and other essentials at subsidized prices to families below the poverty line
  2. The Mahatma Gandhi National Rural Employment Guarantee Act: Under this act, adults from low-income families are guaranteed 100 days of employment each year.
  3. The Pradhan Mantri Awas Yojana: This scheme finances the construction of new homes for families below the poverty line
  4. The Pradhan Mantri Jan Dhan Yojana: For families living in poverty, this scheme provides a no-frills bank account.
